Phelane holds an LLB degree from the National University of Lesotho (NUL), is an admitted Advocate of the High Court and Court of Appeal of the Kingdom of Lesotho and a member of the Law Society of the Kingdom of Lesotho. He holds a Master’s degree in Olympic Studies, Olympic Education, Organization and Management of Mega Events with the University Of Peloponnese in Greece. He is a Mandela Washington Fellow and University of Notre Dame Alumni (United States of America).
Phelane has a combined experience of over twenty years of project management, communications and board experience is an accomplished strategist.
He is the former Development Analyst of the Lesotho Sport & Recreation Commission, which he joined in 2010 until 2014 when he left in search of a new challenge after serving as Chief Executive Officer for a year.
He is also the former Private Secretary and Chief of Staff of the Ministry of Trade & Industry in Lesotho and served under Joshua Setipa (United Nations MD for The Technology Bank for Least Developed Countries). Though a former National Team athlete and former President of the Lesotho Table Tennis Association, he continues to play and serve sport and the Olympic Movement at every opportunity.
